Ken Levine

Ken Levine retired from his position as RTX Corp.’s executive director of global retirement strategy on June 30, Levine confirmed to PLANADVISER.

According to Levine, Francisco Cebada, who previously served as the firm’s associate general counsel for employee benefits and plan investments, will succeed him. Cebada’s LinkedIn profile also indicates the transition.

Levine spent more than 14 years with RTX, including his time at United Technologies Corp., which merged in 2020 with Raytheon Co. to form Raytheon Technologies. The company then changed its name to RTX in July 2023.

RTX became well known for its work on lifetime income, becoming an early adopter of in-plan retirement income solutions. The company’s “RTX Lifetime Income Strategy” was first introduced in 2012. Levine previously told PLANSPONSOR, PLANADVISER’s sister publication, that as of June 2025, about 13%—$7.5 billion of the plan’s $60 billion in assets—were held in RTX’s Lifetime Income Strategy.

In addition to his work at RTX, Levine served as an active voice and advocate for lifetime income solutions, mostly recently testifying before Congress earlier this year. Even in retirement, Levine does not expect that to change.

“I plan to stay engaged with national and international discussions regarding providing guaranteed retirement income through employer-sponsored defined contribution plans,” Levine says.
